Previously, some fuel companies offered their own vehicle identification systems internally, but these were voluntary and not mandatory for everyone. UTTS is a centralized system run by the government and made mandatory for certain vehicles. This obligation and centralization can be considered the system’s strongest feature.

Why Such a System?

The main purpose is to prevent tax losses in the fuel sector and make everything more transparent. According to the Ministry of Treasury and Finance, this system can prevent more than 15 billion TRY in annual tax losses. UTTS was launched to address three main issues:

UTTS uses a multi-layered structure to maximize security. The Vehicle Identification Unit (TTB) consists of a special chip that cannot be copied and can self-destruct against physical interference. Also, all data exchanges between TTB and the Vehicle Identification Reader (TTO) are encrypted.

However, despite its robustness, this linear structure has weak points. For example, any small issue in the chain from TTB to the Next Generation Pump Payment Recorder (YN ÖKC) — a faulty TTB, malfunctioning TTO, or short-term connection problems at GİB servers — can halt the entire fueling process.

One of the most confusing aspects of the UTTS (National Vehicle Identification System) implementation has been the continuously changing and repeatedly extended deadlines. However, the Revenue Administration (GİB) has finalized the 2025 schedule. Acting according to these dates is crucial to avoid future sanctions.

Important Dates for Vehicle Owners

As a taxpayer declaring fuel expenses for your vehicles, whether owned or leased, you should pay attention to the following critical dates:

  1. Application and Registration Deadline: June 2, 2025
    This is the last day to complete your online registration and applications through utts.gov.tr.
  2. TTB Installation and Activation Deadline: June 30, 2025
    The Vehicle Identification Unit (TTB) must be physically installed and activated in vehicles by this date. From July 1, 2025, fuel expenses for vehicles without TTB will not be deductible from the tax base.

Critical Dates for Fuel Stations

Fuel station operators should also observe these deadlines for full UTTS compliance:

  1. TTO and TIM Installation Deadline: June 2, 2025
    Installation of Vehicle Identification Readers (TTO) on pump nozzles and Gun Communication Modules (TIM) into the system must be completed by this date, and active sales through UTTS must begin.

LPG Vehicles and Special Cases

  1. LPG Vehicles: Due to the different technical structure of LPG systems, the deadline for TTB installation in LPG vehicles and TTO installation on LPG pumps is December 31, 2025.
  2. Existing TTS Users: Those previously using a private vehicle identification system (TTS) must transition to UTTS by June 30, 2025.

Are There Penalties for Not Installing UTTS?

The National Vehicle Identification System (UTTS) is not just a technological obligation but a vital compliance process for businesses. Delaying or avoiding the transition can result in severe financial and legal consequences.

If you do not install the UTTS device (TTB) on your vehicle, the government imposes heavy fines. These fines start at 7,000 TRY and can go up to 28,000 TRY depending on the severity. Not only failing to install the device but also ignoring other system rules can lead to penalties as high as 140,000 TRY.

2. Massive Losses in Your Tax Base

Not transitioning to UTTS doesn’t only mean fines; a bigger blow is losing tax benefits. After June 30, 2025, fuel purchases not registered in UTTS will not be deductible from corporate or income tax bases. This directly increases your costs.

Additionally, the Value Added Tax (VAT) you pay will not be refunded or deductible, potentially causing tens of thousands of lira in monthly tax losses.

What happens if I do not register for UTTS?
Failing to register can result in fines ranging from 7,000 TRY up to 140,000 TRY. In other words, it will cost you more out of pocket.
Is UTTS mandatory for my personal passenger vehicle?
If you use your vehicle only for private purposes and do not declare fuel expenses for commercial reasons, UTTS is not mandatory for you.
Where and who performs the TTB installation?
TTB installation can only be performed by companies authorized by the Mint (Darphane). You can easily find the list of these companies on the utts.gov.tr website.
What happens if I sell my vehicle or change its license plate?
Since the TTB device is specific to the vehicle and plate, if you sell your vehicle or change the plate, the old device must be removed by an authorized company, and a new TTB device must be installed for the new vehicle or plate.
