What is UTTS? (National Vehicle Identification System)

UTTS (National Vehicle Identification System) – What Is It and Why Was It Established?
UTTS is a system that automatically identifies vehicles when they refuel and digitally records this information. In other words, the vehicle’s identity, fuel pump, and the government communicate fully automatically. This makes refueling much faster and everything is recorded.
Previously, some fuel companies offered their own vehicle identification systems internally, but these were voluntary and not mandatory for everyone. UTTS is a centralized system run by the government and made mandatory for certain vehicles. This obligation and centralization can be considered the system’s strongest feature.
Why Such a System?
The main purpose is to prevent tax losses in the fuel sector and make everything more transparent. According to the Ministry of Treasury and Finance, this system can prevent more than 15 billion TRY in annual tax losses. UTTS was launched to address three main issues:
- Stopping the Informal Economy: Preventing irregularities such as fake invoices and receipts commonly encountered in the sector.
- Preventing Human Error and Fraud: Previously, license plate data was entered manually at pumps, leading to errors or malicious entries. This is no longer possible.
- Fair Competition for Everyone: Ensuring everyone complies with the rules so that those who evade taxes do not gain unfair advantages, providing transparency across the sector.

What Does UTTS Aim to Prevent?
What Are the Advantages of UTTS?
- Fraud Prevention: Vehicle information is securely verified, and unauthorized transactions are prevented.
- Fast and Automatic Process: Fueling becomes more practical, reducing long queues and waiting times.
- Transparent and Reliable Records: Every transaction is instantly recorded and stored in a national database.
- Administrative Convenience: Reduces reporting and tax burdens for businesses, and inspections are carried out quickly and efficiently.
UTTS is a reliable and modern system that facilitates life for both businesses and public authorities in the fuel sector. It ensures every step of your vehicle’s refueling is secure, transparent, and traceable. Thus, it saves fuel and prevents unfair losses in the sector.

How Is Uninterrupted Fuel Security Ensured in UTTS Installation?
UTTS uses a multi-layered structure to maximize security. The Vehicle Identification Unit (TTB) consists of a special chip that cannot be copied and can self-destruct against physical interference. Also, all data exchanges between TTB and the Vehicle Identification Reader (TTO) are encrypted.
The entire system is managed by Darphane, a government institution known for high security standards. This guarantees data integrity and security at all times.
However, despite its robustness, this linear structure has weak points. For example, any small issue in the chain from TTB to the Next Generation Pump Payment Recorder (YN ÖKC) — a faulty TTB, malfunctioning TTO, or short-term connection problems at GİB servers — can halt the entire fueling process.
Users often complain about “device not reading” or “unable to fuel.” This shows that UTTS currently has no backup or alternative system and carries risks for users. While you have alternative payment options if your credit card fails, a UTTS error can leave your vehicle without fuel.
At this point, our company EREN TECHNIC AUTOMOTIVE and its professional, experienced Mobile UTTS team step in. With quality TTB devices, expert installation staff, and comprehensive post-installation testing, we minimize your operational risks. Thanks to correct installation and quick inspection processes, we prevent fuel interruption risks and ensure your system works uninterruptedly.
As EREN TECHNIC AUTOMOTIVE, we are by your side to minimize technical failures in your UTTS compliance.

UTTS (National Vehicle Identification System) 2025 Application Process and Deadlines
One of the most confusing aspects of the UTTS (National Vehicle Identification System) implementation has been the continuously changing and repeatedly extended deadlines. However, the Revenue Administration (GİB) has finalized the 2025 schedule. Acting according to these dates is crucial to avoid future sanctions.
Important Dates for Vehicle Owners
As a taxpayer declaring fuel expenses for your vehicles, whether owned or leased, you should pay attention to the following critical dates:
- Application and Registration Deadline: June 2, 2025
This is the last day to complete your online registration and applications through utts.gov.tr. - TTB Installation and Activation Deadline: June 30, 2025
The Vehicle Identification Unit (TTB) must be physically installed and activated in vehicles by this date. From July 1, 2025, fuel expenses for vehicles without TTB will not be deductible from the tax base.
Critical Dates for Fuel Stations
Fuel station operators should also observe these deadlines for full UTTS compliance:
- TTO and TIM Installation Deadline: June 2, 2025
Installation of Vehicle Identification Readers (TTO) on pump nozzles and Gun Communication Modules (TIM) into the system must be completed by this date, and active sales through UTTS must begin.
LPG Vehicles and Special Cases
- LPG Vehicles: Due to the different technical structure of LPG systems, the deadline for TTB installation in LPG vehicles and TTO installation on LPG pumps is December 31, 2025.
- Existing TTS Users: Those previously using a private vehicle identification system (TTS) must transition to UTTS by June 30, 2025.

Are There Penalties for Not Installing UTTS?
The National Vehicle Identification System (UTTS) is not just a technological obligation but a vital compliance process for businesses. Delaying or avoiding the transition can result in severe financial and legal consequences.
1. Monetary Fines: Don’t Underestimate!
If you do not install the UTTS device (TTB) on your vehicle, the government imposes heavy fines. These fines start at 7,000 TRY and can go up to 28,000 TRY depending on the severity. Not only failing to install the device but also ignoring other system rules can lead to penalties as high as 140,000 TRY.
2. Massive Losses in Your Tax Base
Not transitioning to UTTS doesn’t only mean fines; a bigger blow is losing tax benefits. After June 30, 2025, fuel purchases not registered in UTTS will not be deductible from corporate or income tax bases. This directly increases your costs.
Additionally, the Value Added Tax (VAT) you pay will not be refunded or deductible, potentially causing tens of thousands of lira in monthly tax losses.
3. Your Business Credibility May Suffer
UTTS is also critical for protecting your company’s legal and financial reputation. Non-compliance can cause serious issues in audits and undermine the transparency and accuracy of your financial statements. This leads to a loss of trust with banks, investors, and business partners.
4. Increased Operational Risks
Not installing the UTTS device creates challenges in fleet management tracking and control. Unauthorized fuel use, fake invoices, or irregularities impose hidden costs on your company’s budget. Detecting and preventing these issues becomes more difficult, reducing efficiency.
